Secretariat

The Secretariat is responsible for the overall planning, monitoring, and coordination of the services provided by the respective Divisions. It values collaborative effort in a professional environment to achieve the overarching mandates of the Department. The Secretariat comprises AFD, Accounts, procurement, and IT and media sections.

Nagtsho Dorji | Director

Nagtsho Dorji completed her Master Degree in Archaeology of Buildings from the University of York in England, and Bachelor’s degree in Architecture from the Hindustan College of Engineering in India.

She has contributed greatly in the field of conservation of heritage sites in Bhutan. She played an instrumental role in establishing the first archaeology section, and managed the first ever archaeology project in Bhutan. She also initiated the drafting of the first legislation for the protection of cultural heritage in Bhutan (Cultural Heritage Bill).

She is a recipient of National Order of Merit (Gold) from His Majesty the King of Bhutan in year 2019.

She aspires to ensure that the cultural heritage of Bhutan continues to be relevant and effective towards the sustenance of unique Bhutan.

Driglam Unit

Driglam Unit

Driglam Namzha is the prescribed carriage of ku (body), sung (expression of thought) and thug (mind) that people adhered to which are still being followed since Zhabdrung Ngawang Namgyal’s era (1594 -1651) and is one of the main component of cultural expression representing nation’s harmony, unity and sovereignty. The Driglam Unit under the Department of Culture is mandated to document, sensitize and promote the Bhutanese etiquette for posterity. The Unit publishes policies and guidelines related to Driglam Namzha and also provides support in chadri (ceremonial setting) preparation and protocol services.

Tshering Choki

Tshering Choki | Sr. Program Officer

Tshering Choki obtained a Masters in Business Administration from the University of Canberra, Australia and Bachelors of Commerce Honours Degree from the Sherubtse College. She is a senior Program Officer at the Department. She co-authored the book on the ‘Intangible Cultural Heritage of Bhutan’. She undertook a field research in mapping the intangible cultural heritage elements in Bhutan and has carried out a joint research on Tibetan Diaspora in Bhutan. She has done a research on Community Engagement in the Preservation and Management of Chortens in Bhutan. She has contributed articles on the Traditional Mask Dances of Bhutan for the SAARC Journal and the Status of Bhutan’s Knowledge Repository for Druk Journal.

Namgay Wangchuk

Namgay Wangchuk | Sr. Personal Assistant

Namgay Wangchuk is the Sr. Personal Assistant to the Director, under the Department of Culture and is running 23 years of service. Before, he served as Personal assistant to Dzongdags in 4 different Dzongkhags: Mongar, Trashigang, Paro, and Bumthang. He holds a bachelor’s degree in Business Administration (2009-2012) from Sikkim Manipal University, India. He also holds 2 years certificate course in Office Management (COMP) from the Royal Institute of Management. He is a recipient of the Royal Civil Service Bronze and Silver medal from His Majesty the King.

Kinlay Dema

Kinlay Dema | Sr. Administrative Assistant

Kinlay Dema serves as a Senior Administrative Assistant under the Administration & Finance Division, Department of Culture. She performs clerical tasks relating to matters associated with the Administration and Human Resources. She did a two years period training on Certificate Course in the Administration Assistant Course (ACC 4th Batch) from the Royal Institute of Management (RIM) after completing High School in 1998.

Kuenzang Lhamo

Kuenzang Lhamo | Accounts Assistant

Kuenzang Lhamo is an Account Assistant of Department of Culture (DoC). After receiving a Certificate Course in Financial Management from the Royal Institute of Management (RIM) she joined her service in 2001. Before joining the DoC she served for 17 years, at the Ministry of Agriculture & Forest and at Thimphu Dzongkhag Administration. Currently she handles the accounts of National Library, RAPA, Secretariat DoC, Chhoedhey Lhentshog  and Selzin Lhaykhung Semso. She is very sincere, hardworking and serving the Tsa-wa-Sum with full heart.

Dorji Wangmo

Dorji Wangmo | Accounts Assistant

Dorji Wangmo has served as an Accounts Assistant at Department of Culture (DoC) since 2017. Before joining DOC she worked at the Ministry of Health for 5years. She did a Diploma in Financial Management at the Royal Institute of Management (RIM) in June 2010. She has 12years experience in accounting and budgeting.  Currently, she handles the accounts of Division of Cultural Properties (DCP), Textile and Division for Conservation of Heritage Sites (DCHS). She is very diligent in her services and serves the TSAWA SUM with THA-DAM-TSI.

Sonam Zangmo

Sonam Zangmo | Sr. Telephone Operator

Sonam Zangmo is the Sr. Telephone Operator at the Department of Culture. Her additional responsibilities are to receive incoming letters and maintain E-fillings of Office correspondence. Prior to her present placement, she worked as a Telephone at Dzongkhag administration in Trongsa since 2007 till 2014 after completing a three months course in Office management. She also underwent a short-term training on Customer Service Delivery.

Krishna Bdr Tamang

Krishna Bdr Tamang | Janitor

Krishna Bdr Tamang joined the Punakha Dzong project under Department of Culture in 1993. Thereafter in 1998 he worked with the Taktshang project and ever since he’s been working under different projects under Department of Culture. He joined the Department office in 2017 as the sweeper. He is also responsible for the beautification and security of the Department of Culture premises.
